TORONTO (Reuters) – Equinox Minerals (EQN.TO) said on Thursday that Minmetals Resources’ (1208.HK) C$6.3 billion bid undervalues the company and highlighted that the bid by the Chinese metals trader was still a long way off from being a formal offer.

“We consider that the lowball price announced by MMR significantly understates our value and disregards the potential of this company, especially in light of the continuing strength in copper prices,” said Equinox Chairman Peter Tomsett in a statement on Thursday.”Although MMR’s intention has been announced publicly, no formal offer has been made nor offer documents received and according to public comments by MMR,Derivatives laws could cost companies $1 trillion- ISDA_7720, none are expected for several weeks,” Equinox noted.The Canadian base metal miner also noted that the bid by Minmetals — a state-controlled Chinese entity — will require the approval of China’s National Development and Reform Commission,Abercrombie And Fitch Outlet store, which has yet to be received.The Chinese bid also requires the approval of Minmetals’ own shareholders. FRANKFURT (Reuters) – European Central Bank policy maker Axel Weber said on Monday that banks must be allowed to fold and backed the idea of issuing special bonds which would automatically convert to equity in the event of a crisis.

TOKYO – Authorities may for the first time ban access to the evacuation zone around Japan’s crippled nuclear plant, citing concerns Wednesday over radiation risks for residents who may be returning to check on their homes.
About 70,000-80,000 people were living in the 10 towns and villages within 12 miles (20 kilometers) of the Fukushima Dai-ichi plant, which has been leaking radiation after a March 11 earthquake and tsunami wrecked its power and cooling systems.
Virtually all left after being advised to do so, but some occasionally have returned, defying warnings from police who have set up roadblocks on only a few major roads in the area.
“We are considering setting up ‘caution areas’ as an option for effectively limiting entry” to the zone,Abercrombie and fitch mens jeans, Chief Cabinet Secretary Yukio Edano said.
Noriyuki Shikata, one of Edano’s deputies, said the government was still considering details of how to control access to the immediate vicinity of the nuclear plant while also responding to demands from residents to check their homes and collect belongings.
Now that the situation at the plant appears to have stabilized somewhat, both residents and the authorities are considering how to best weather a protracted evacuation. Only a few warning signs, mainly about road conditions, have been erected in the area so far.
“There are a number of people who may be entering the area. Under the current regime,Abercrombie and fitch mens, we are not in a position to legally enforce — there’s no penalty for entering into the area. There is a realization of a need to have a stronger enforcement of the area,” Shikata said.
At present, police just keep track of people entering the evacuation zone by noting down their license plate numbers. Officials say one chief concern is that if there were a major accident, tracking down those inside would be difficult if not impossible.
It was unclear when the restrictions on entry into the area might be imposed.
In a step toward restoring the crippled nuclear plant’s cooling systems, Tokyo Electric Power Co., the nuclear plant’s operator, is pumping highly radioactive water from the basement of one of its turbine buildings to a makeshift storage area.
Removal of the first 10,000 metric tons (2.6 million gallons) of 25,000 metric tons (about 6.6 million gallons) of contaminated water that has collected just in the basement of the turbine building at Unit 2 of the plant began Tuesday and is expected to take at least 20 days, nuclear safety officials say. Fully ridding the plant of 70,000 tons (about 18.5 million gallons) of contaminated water in its turbine buildings and nearby trenches could take months.
Still, a senior official at the U.N. nuclear agency suggested the worst of the radiation leaks may be over in the worst nuclear power accident since the 1986 catastrophe in Chernobyl.
The total amount of radiation released is expected to be only a “small increase from what it is today” if “things go as foreseen,” said Dennis Flory, a deputy director general at the International Atomic Energy Agency in Vienna.
IAEA experts are discussing ways to help Japan meet targets laid out in a blueprint for ending the crisis that TEPCO released over the weekend. Its plans call for achieving a cold shutdown of the plant within nine months. But government officials acknowledge that setbacks could slow the timeline.
In the meantime, TEPCO is continuing to spray water into the reactors and their spent fuel storage pools to help prevent them from overheating and releasing still more radiation.
TEPCO plans to use technology developed by French nuclear engineering giant Areva to reduce radioactivity and remove salt from the contaminated water inside the plant so that it can be reused to cool the reactors, said Hidehiko Nishiyama of Japan’s Nuclear and Industrial Safety Agency.
This process would take “several months,” he said.
TEPCO said Wednesday it has begun distributing applications for compensation to residents forced to evacuate from their homes around the plant. The company is offering about $12,000 per household as interim compensation.

People elsewhere in the disaster zone who lost homes and suffered from other damage say help has been slow to materialize.

Shikata did not provide exact details about how the government might enforce restricted access to the evacuation zone.

“Both the issue of … strong enforcement of the area and a realization of temporarily going back home is something we have to closely coordinate with local municipalities,” he said, noting that for now there is no penalty for entering the area.

“There are also issues surrounding non-residents who are entering the area. There are people who may steal things. There are various issues involved,” he said.

Police said Wednesday they had identified 11,715 of the more than 27,000 people reported dead or missing in the disasters.

Meanwhile, trade figures showed Japan’s exports fell for the first time in 16 months in March, hit by the fallout from last month’s massive earthquake and tsunami, which destroyed factories and damaged ports.

Auto exports especially took a beating, falling by 28 percent, as the twin disasters forced Toyota Motor Corp., Honda Motor Co. and Nissan Motor Co. to suspend their all Japanese production due to shortages of components.

On Wednesday, Major League Baseball said it was taking control of the franchise away from McCourt.

iPad 2 at Best Buy? Blink and it's Gone

Sure, Best Buy and Toys R Us are promoting iPad 2s this week, but don't count on finding a tablet available for purchase at your nearest big box store.

A few calls this morning confirmed that many stores received limited quantities of the device (if any) and they were sold out early in the day.

I called the three Best Buys closest to me in the Portland, Oregon area to see if I could waltz in and purchase Apple's new tablet.

I was out of luck.

None of the stores had any in stock when I called around 11:30 a.m. Pacific Time. Only one said it was taking reservations and expected shipments to come sometime this week. An employee from another store said the few units the store had to sell were gone within an hour of opening.

The local Toys R Us didn't receive any iPad 2s to sell and wasn't sure when they would be getting any in, according to an employee from the electronics section.

Just for kicks I called a few stores out of state for comparison.

Near the iPad's home at Apple headquarters in Cupertino, California, a Best Buy in Mountain View played an automated message stating it doesn't have any iPad2s and isn't taking reservations. A San Jose, was sold out and a store in Manhattan was sold out but taking reservations today only.

To make a long story short,Abercrombie And Fitch Outlet, if you didn't already snatch up an iPad 2 this morning, you probably won't be getting one anytime soon.

Best Buy is still selling the device in store only and online sellers, including Apple's Online Store, say the device will ship within ten days at the earliest.

If you want to keep an eye out for devices in the store you can now pick up the iPad 2 at the Apple Store,Abercrombie And Fitch, AT&T, Best Buy, Target, Toys R Us, Verizon Wireless and Walmart.

NEW YORK – One of Rolling Stones guitarist Keith Richards’ daughters is due in court in a New York City graffiti and drug case.
Theodora Richards has a court date Thursday in the misdemeanor case.
The 25-year-old model was arrested last month. Police say she wrote the letters “T” and “A,Abercrombie and fitch mens,” with a heart symbol between them, on the side of a building that houses a convent. Police said they found a small amount of marijuana and some hydrocodone pills in her purse.
Prosecutors have offered to have her case dismissed if she does two days of community service and spends a day visiting a drug treatment program.
Richards has modeled for Burberry and Tommy Hilfiger. She’s one of two daughters of the celebrated rock guitarist and his wife, model Patti Hansen.

Michelle Obama, Jill Biden to guest on ‘The View’

NEW YORK – ABC says First Lady Michelle Obama and Jill Biden, wife of Vice President Joe Biden, will be guests on Monday’s edition of “The View.”
They will be appearing live on the weekday talk show to discuss their campaign for national support of military families, ABC announced Thursday. Both women have been outspoken advocates for service members and their families.
While Mrs. Obama has previously guested on “The View,Abercrombie and Fitch Outlet,” this will be Mrs. Biden’s first appearance.
